NOVELTY - The modulator has first graphene layer orderly arranged between a waveguide layer and a capacitor layer. A metal layer is formed on a substrate. A waveguide layer material is provided with a high refractive index medium and a noble metal. Refractive index of the high refractive index medium is higher than refractive index of a first low-refractive index medium and a second low-refractive index medium. An extending end of the first graphene layer is provided with a first electrode. An extending end of a second graphene layer is provided with a second electrode.
