NOVELTY - Binder, is claimed. The binder is prepared by preparing novel unsaturated epoxy resin containing epoxy resin and unsaturated double bonds, and preparing a multifunctional curing agent containing carboxylic acid, anhydride and unsaturated double bonds, where mixture ratio of novel unsaturated epoxy resin component and a multifunctional curing agent component into a binder is 100:30 to 100:50. USE - The binder is useful for curing radiation cooling coatings (claimed). ADVANTAGE - The binder: has excellent compatibility, excellent light aging resistance, strong adhesive force, high elongation break and prolonged service life; and ensure the high temperature for prolonged time. DETAILED DESCRIPTION - An INDEPENDENT CLAIM is also included for low temperature radiation cooling coating comprising 30-60 wt.% iron-cobalt-nickel-chromium oxide alloy powder, 10-20 wt.% graphene, and 30-50 wt.% binder.
