NOVELTY - Copper-based catalyst, which is supported bimetallic copper-based catalyst, and the carrier of catalyst is carbon material or metal material, and active material is gold-copper heterojunction, is claimed. The loading amount is 20-60%. The molar ratio of gold and copper is 1-10:1-10. The carbon material is carbon black, graphene oxide, reduced graphene oxide, acetylene black or carbon nanotubes. The metal material is a foamed nickel sheet, a foamed copper sheet or a porous titanium sheet. USE - The catalyst is useful for preparing ethanol by electro-catalytic reduction of carbon dioxide (claimed). ADVANTAGE - The catalyst: adjusts the type and amount of stabilizer to control the surface coating of metal particles; is prepared as binary catalysts with different contact structures; and has high selectivity for the electrocatalytic reduction of carbon dioxide to ethanol. DETAILED DESCRIPTION - INDEPENDENT CLAIMS are also included for: (1) preparing the copper-based catalyst for electrocatalytic reduction of carbon dioxide to ethanol; and (2) using method of the copper-based catalyst for for preparing ethanol by electro-catalytic reduction of carbon dioxide, comprising using the mercury/mercury oxide electrode as the reference electrode in the flow electrolytic cell separated into a cathode cell and an anode cell by an anion exchange membrane, and using foamed nickel as counter electrode, where the electrolyte is potassium hydroxide, potassium bicarbonate, sodium bicarbonate or sodium hydroxide solution with a concentration of 0.1-5 M.
