NOVELTY - Recycling of industrial waste carbon material comprises calculating chromium value of the industrial waste carbon material, where the chromium value is the ratio of sp2 carbon content to sp3 carbon content of the industrial waste carbon material under the C1s spectrum of X-ray photoelectron spectroscopy (XPS), using an electrochemical method for electrolyzing the industrial waste carbon materials based on the different chromium values to prepare graphene carbon dots or graphene, using the industrial waste carbon material to prepare graphene carbon dots with a yield of less than 40%, when chromium is less than 2, using the industrial waste carbon material to prepare graphene carbon dots with the yield of 40-98%, when chromium is 2-5.06 and using the industrial waste carbon material to graphene carbon dots with the yield of 60-95%, when chromium is less than or equal to 5.06. USE - The method is useful for recycling of industrial waste carbon material, preferably polyimide, polyacrylonitrile, asphalt or a corresponding industrial waste product (claimed). ADVANTAGE - The method: makes easy disposal of current industrial waste carbon materials, which does not pollute the environment; prepares graphene and its carbon dots, which is economical; improves the preparation efficiency of graphene carbon point and graphene by simple heat treatment to form a bicontinuous structure between sp2 and sp3 carbon phases.
