NOVELTY - An atomic dispersed water oxidation catalyst comprises metal ions and non-metal atoms such as nitrogen in form of single atoms dispersed in carbon-based carrier framework, where metal ions, carbon atoms and nitrogen atoms form stable coordination bond. USE - Atomic dispersed water oxidation catalyst used for electrolyzed water and photo-electrocatalytic water decomposition and photocatalytic water splitting reaction (claimed). ADVANTAGE - The catalyst has comparable catalytic performance to natural photosystem II (PSII) in water oxidation reaction and broad application prospects. The preparation method is low-cost. DETAILED DESCRIPTION - An INDEPENDENT CLAIM is included for preparation of the atomic dispersed water oxidation catalyst comprising mixing metal salt with carbon-based carrier in water or organic solvent to obtain first mixture; filtering, centrifuging, freeze-drying, rotary evaporating or heat evaporating to remove water or organic solvent to obtain second mixture; grinding second mixture and high temperature calcining to obtain solid powder; and acid treating to remove generated oxide, filtering, washing and drying to obtain catalyst.
