NOVELTY - Surface heating composite sheet (1) comprises a base sheet (11) made of a synthetic resin material having a predetermined width and length, and electrodes applied along width direction of base sheet on upper surface of the base sheet and alternately arranged with different polarities spaced apart from each other, a conductive paste (13) applied between electrodes on the upper surface of the base sheet and generating heat by electrical resistance, a planar heating layer (10) comprising an insulating sheet (14) made of a synthetic resin material attached to the upper portion of the conductive paste, an insulating sheet attached to the lower part of the planar heating layer and impregnated with airgel in a nonwoven fabric made of synthetic resin having tensile stress of 2-20 MPa. The conductive paste comprises amorphous co-polyester resin, carbon nanotubes, carbon nanoplates, and graphene, silver powder, carbon dispersant and solvent as the remaining amount. USE - The sheet is useful for constructing snowmelt pavement on a road. ADVANTAGE - The sheet: prevents heat loss; allows more heat to be transferred upward through uniform surface heat generation; prevents damage caused by asphalt concrete or equipment load and wheel load applied after construction; prevents slip accidents caused by road icing in winter in steep slopes, overpasses, and tunnel entrances and exits; prevents life-threatening and enormous economic losses; and reduces power consumption and maintenance costs.
