NOVELTY - Photocatalyst comprises a conductive material having graphene nanostructures attached to the surface of a photoactive metal oxide semiconductor including strontium titanate or cerium oxide, where the photoactive metal oxide semiconductor has a microstructure or larger structure. USE - The photocatalyst is useful for catalyzing photocatalytic electrolysis of water to convert water to hydrogen and oxygen (claimed). ADVANTAGE - The photocatalyst: utilizes noble metals dispersed on the surface of a photoactive material; reduces or suppresses electron-hole recombination rate; decreases the complexity and costs associated with photocatalytic water-splitting systems. DETAILED DESCRIPTION - INDEPENDENT CLAIMS are also included for: (1) a water splitting system comprising a transparent container comprising the photocatalyst as aforementioned, and a light source for irradiating the aqueous solution; and (2) converting water to hydrogen and oxygen, comprising irradiating an aqueous solution comprising the photocatalyst and water with UV irradiation, where water is converted into hydrogen and oxygen.
