NOVELTY - 2,5-dichlorotoluene isomerization catalyst comprises heteroatoms and carbon sources. The content of heteroatoms is 0.1-20 wt.%, preferably 0.5-5 wt.%. USE - The catalyst is useful for improving selectivity of 2,6 dichlorotoluene. ADVANTAGE - The catalyst has developed pores and the specific surface area of the micropores is not less than 60% of the total specific surface area of the catalys. DETAILED DESCRIPTION - INDEPENDENT CLAIMS are also included for: (1) preparing the catalyst, comprising (1) trteating the carbon source with alkali liquid to obtain pretreated modified carbon source, where the treatment preferably comprises soaking, filtering, washing and drying, (2) providing heteroatom source solution, and contacting the pretreated modified carbon source with the heteroatom source solution to obtain 2,5-dichlorotoluene isomerization catalyst precursor, and (3) heat-treating the 2,5-dichlorotoluene isomerization catalyst precursor; and (2) preparing the 2,6-dichlorotoluene, comprising contacting the catalyst or catalyst prepared according to the preparation method according with 2,5-dichlorotoluene in inert gas atmosphere, and generating the reaction.
