NOVELTY - Preparing catalyst with low platinum load amount comprises loading platinum-cerium oxide on the non-noble metal catalyst to prepare platinum-cerium oxide-doped-M-N-C, where M is non-noble metal, C is carbon element and N is nitrogen element. USE - The catalyst is useful in a fuel cell and used as a cathode catalyst of an acidic or alkaline fuel cell (claimed). ADVANTAGE - The method ensures that the reaction conditions of platinum salt and cerium salt are mild; does not require subsequent high temperature pyrolysis process; makes platinum and cerium oxide highly dispersed; ensures that the improvement of platinum dispersion can improve the utilization rate of platinum; reduces the cost and ensures that the low- platinum based on non-noble metal catalysts low cost and excellent catalytic performance.
