NOVELTY - A secondary battery comprises a positive electrode, electrolyte, and a negative electrode. The positive electrode has a positive electrode active material (100) having a first region on the surface vicinity, and a second region in contact with a portion of the first region. The first region is fluorine, magnesium, aluminum, nickel and titanium. The second region has greater than or equal to 1 selected from hafnium, zirconium, yttrium, titanium, lead, scandium, strontium, bismuth, and tantalum. USE - A secondary battery used for a vehicle (claimed). Can be used for semiconductor device, display device, light-emitting device, power storage device, illumination device, and electronic device. ADVANTAGE - The secondary battery is highly safe. Portion of the positive electrode active material particles is made of a material capable of having a strong dielectric property such as a shell covering the surface of positive electrode active material particles. DETAILED DESCRIPTION - An INDEPENDENT CLAIM is included for a vehicle comprising secondary battery and a unit for controlling the secondary battery.
