NOVELTY - The controller (100) has a bottom electrode (130) for realizing electro-wetting phenomenon and positioned at a metal mesh electrode portion (110) perpendicularly arranged with multiple metal mesh electrodes. A voltage applying unit (150) applies voltage in between the electrodes adjacent to the bottom electrode. Each metal mesh electrode is formed with a graphene layer formed on a metal mesh. The voltage applying unit controls transparency according to the applied voltage and moves liquid above the target electrode to the bottom electrode. The metal mesh electrode is formed with conductive metal selected from group consisting of nickel, aluminum, iron, copper and alloy. USE - Dynamic liquid flow controller for use in surface treatment of a substrate of an electro-wetting display device and for a vessel or offshore plant. ADVANTAGE - The controller provides transparency and repellency and utilizes electro-wetting phenomenon, so that shape can be dynamically controlled.
