The graphene oxide extends from the collector to be in contact with the material at an interface (206). The ionic layer comprises a room temperature ionic fluid and a solidifying material which provides for the ionic layer to be solid at room temperature. The ionic layer configured to absorb water from a surrounding environment (205) to deliver water to the apparatus. An INDEPENDENT CLAIM is included for manufacture of the apparatus.
