NOVELTY - An aqueous coating liquid comprises aqueous media containing water and at least one polyvinyl alcohol-based resin selected from unmodified polyvinyl alcohol, and modified polyvinyl alcohol in which a functional group other than hydroxy group and acetate group introduced into the unmodified polyvinyl alcohol, a conductive material, 2-phosphonobutane-1,2,4-tricarboxylic acid and optionally contains less than 9 %mass polyacrylic acid. The ratio of the content of polyvinyl alcohol-based resin to the content of 2-phosphonobutane-1,2,4-tricarboxylic acid in the aqueous coating liquid is 2-100. USE - Aqueous coating liquid used for forming coating film for electrode used in electrical storage apparatus (all claimed) e.g. lithium ion secondary battery, sodium ion battery, nickel hydrogen secondary battery, electrical double layer capacitor and lithium ion capacitor. Uses include but are not limited to electronic device, communication equipment, electric vehicle and hybrid electric vehicle. ADVANTAGE - The aqueous coating liquid has excellent storage stability, and forms coating film having excellent water resistance.
