NOVELTY - The filter has a porous substrate of glass fiber material coated or impregnated with a graphene filter material and with PTFE particles (12) binding the graphene filter material to the glass fiber substrate to form a filter membrane having a number of tortuous passageways through the filter membrane to allow through passage of liquid while retaining unwanted particles mainly on a surface of the filter membrane. The pores in the glass fiber substrate are capped with 2-dimensional graphene nanosheet material. The graphene nanosheet material comprises exfoliated graphene nanosheets. The PTFE particles comprise PTFE nanoparticles. The unit for applying a voltage across the filter is provided. The unit allows adjustment of the voltage. The unit for delivering an electric current through the filter is provided. The unit allows adjustment of the electric current. USE - Filter such as fibrous membrane, foam structure and ceramic membrane for filtering liquids such as oil and water in filtration system and for use in waste water treatment, industrial filtration, oil/water separation and filtration process. ADVANTAGE - The method enables to filter liquid, which has reduced porosity of the substrate, and is capable of effectively filtering the liquid with high flux and thermal stability, and prevents the particles from clogging the passageways of the filter membrane, and improves the flow rate/flux of the liquid through the filter, and reduces the cost of manufacturing the filter.
