NOVELTY - Device has a bottom plate (1), whose middle part is movably provided with a storage battery (3). The top end of the bottom plate is movably provided with a placing frame (2). A mounting rod (13) is movably provided with an elastic strip (19) close to one side of the placing frame. A left side of the bottom plate is movably provided with a charging port. The storage battery is movably butt jointed with the charging port through a lead. A side of the bottom plate is movably provided with a controller. The controller is electrically connected with a pneumatic motor and a portable hydrogen detector through the lead. A middle part of a top end of a placing frame is movably provided with a warning mechanism. A placing groove is movably provided with a top rod through a hinge. The top rod is provided with a top plate. USE - The monitoring device is useful for producing hydrogen fuel of hydrogen-water graphene battery (claimed). ADVANTAGE - The device: uses top rod, which drives the top plate to move to the opposite side and movably butt joint with the two sides of the main body device when the movable rod moves downwards; and increases the stability of placing.
