NOVELTY - Alkaline water for preparing hydrogen by anode water, comprises (i) dissolving soluble salt of transition metal element in water to prepare first intermediate layer coating liquid raw liquid, (ii) obtaining the coating raw liquid for the surface layer anode of the base material, (iii) introducing graphene solution, where the proportion of graphene is 0.1-3 g/l, (iv) grinding the metal substrate for anode hydrogen by alkaline aqueous water, pickling, making the surface roughened, (v) obtaining a metal substrate in the oxygen-containing atmosphere, (vi) obtaining metal nickel oxide and (vii) coating on the surface of metal substrate to obtain the metal alloy oxide, (ix) coating the metal oxide on the metal base substrate, (x) performing the heat treatment, coating the stock solution, heat-treating the metal substrate 5 minutes, and carrying out firing heat treatment to the metal substrate rapidly cooling to room temperature. USE - Alkaline water for preparing hydrogen by anode water for preparing hydrogen, which is used in an energy system, preferably an electrolytic cell. ADVANTAGE - The purpose is to provide anode water for preparing hydrogen with low oxygen evolution potential and long service life under high current density. DETAILED DESCRIPTION - INDEPENDENT CLAIMS are also included for: (1) a preparation anode for preparing hydrogen with alkaline water by using alkaline water; and (2) a method for anode hydrogen by alkaline water.
