NOVELTY - Graphene quantum dots have a surface exhibiting a negative charge, an average diameter of 0.5-10 nm and an average height of 0.1-3 nm, where a weight ratio of carbon and oxygen is 4-6.5:3-6. USE - The graphene quantum dot is useful in pharmaceutical composition for preventing or treating a disease associated with abnormal fibrosis or aggregation of neuroprotein in a subject. The disease associated with abnormal fibrosis or aggregation of neuronal protein is neurodegenerative disease, inflammatory disease or metabolic disease. The degenerative neurological disease is one or more chosen from Alzheimer's disease, Parkinson's disease, Huntington's disease, Lou Gehrig's disease, dementia, stroke, amyloidosis, fibrosis, encephalopathy and multiple sclerosis.
