NOVELTY - Tandem electrode comprises a first distinct catalyst layer (30) and a second distinct catalyst layer (40), where the first distinct catalyst layer comprises a C1 hydrocarbon or C2+ product selective catalyst and the second distinct catalyst layer comprises a CO selective catalyst. The substrate layer comprises carbon fiber, and/or metal foam. The substrate (10) layer is hydrophobic. The first distinct catalyst comprises copper, copper alloys, doped copper, nitrogen doped carbon materials, boron doped carbon materials, nitrogen and boron co-doped carbon materials, and functionalized carbon materials. The second distinct catalyst comprises gold, silver, zinc, zinc oxide, iron-nitrogen-carbon, nickel -nitrogen-carbon, cobalt-nitrogen-carbon, nitrogen doped CNT, nitrogen doped graphene, and other materials that are selective for carbon monoxide formation. The first distinct catalyst is copper and the second distinct catalyst layer comprising silver, zinc oxide and iron-nitrogen-carbon. USE - The electrode is useful for carbon dioxide electro-reduction. ADVANTAGE - The electrode: improves selectivity and production rate of C2+ products as well as decreasing the overpotential for carbon dioxide electro-reduction; and exhibits improved Faradaic efficiency and partial current density of C2+ products as well as the specific ethylene compared to the pure copper electrode.
