NOVELTY - The device has an infrared heating film fixed with a heating and cooling heat conducting piece that is provided with a heat exchanging plate. The heat exchanging plate is provided with a first stream guidance cavity body that is filled with first loading graphene fluid medium. A radiator is provided with a second stream guidance cavity body. The infrared heating film is formed with a first guide cavity that is fixed with a first liquid inlet hole and a first liquid outlet hole. A circulation pump is fixed in the first liquid inlet hole that is provided with a circulating valve. The circulating pump is provided with a liquid storage tank that is connected with the circulating valve. USE - Plate heating and cooling heat conducting device for a temperature-controllable lithium battery pack (claimed). ADVANTAGE - The device ensures better temperature controlling effect and avoids environmental changing issues.
