NOVELTY - A carbonaceous material comprises graphene doped with metal atom and at least one type of nonmetallic atom chosen from nitrogen atom, boron atom, sulfur atom, and phosphorus atom. The ratio of maximum peak intensity derived from an inactive metal compound and a metal crystal, and surface peak intensity in a rocking curve obtained by x-ray diffraction measurement using a copper-K( alpha ) ray is 0.1 or less. USE - Carbonaceous material is used for electrode catalyst and oxygen reduction electrode catalyst for gas diffusion electrode for aqueous solution electrolytic device (all claimed), fuel cell, carbon dioxide transmission apparatus and brine-electrolysis apparatus. ADVANTAGE - The carbonaceous material has high catalytic activity. DETAILED DESCRIPTION - INDEPENDENT CLAIMS are included for the following: (1) aqueous solution electrolytic device (1), which has container (2) in which alkali halide aqueous solution is supplied, primary electrode (3) and secondary electrode (4) which electrolyzes water stored in the container, power supply which applies voltage, such that secondary electrode is anode and primary electrode is cathode, cation exchange membrane (5) which is located between primary electrode and secondary electrode in the container, and gas diffusion electrode; and (2) manufacture of carbonaceous material, which involves preparing mixture containing oxidation graphene, metallic compound, and nonmetallic containing compound containing nonmetal chosen from nitrogen, boron, sulfur, and phosphorus, restoring oxidation graphene in the mixture, producing graphene, doping metal atom derived from metallic compound, and nonmetallic atom derived from nonmetallic containing compound to the graphene.
