NOVELTY - The structure has a graphene sheet layer embedded with a first dielectric layer. A second dielectric layer located on a side of a structure body is selected as a first loss dielectric layer. The first dielectric layer is located on another side of the structure body is selected as a first gain dielectric layer. The second dielectric layer on a side of the first gain dielectric layer is referred to as a second gain dielectric layer. The second dielectric layer on the side of the first loss dielectric layer is selected as a second loss dielectric layer, where the first dielectric layer and the second dielectric layer are two uniform dielectric thin sheets with different refractive indexes. USE - Non-periodic photon multi-layer structure for used in phase modulation coding. ADVANTAGE - The structure can form the phase jump of the reflection coefficient to apply to numerical coding.
