NOVELTY - Polymer binder composition comprises epoxy oligomer, hardener and carbon nanoparticles in the form of fulleroid multilayer astralen nano-modifier or graphene functionalized with hydroxyl groups, where the composition comprises 100 wt.% epoxy-diane resin as epoxy oligomer, 15-27 wt.% polyethylene polyamine as hardener, and 0.001-0.02 wt.% fulleroid multilayer astralen nano-modifier or 0.01-0.03 wt.% graphene functionalized with hydroxyl groups. USE - As polymer binder composition. DETAILED DESCRIPTION - An INDEPENDENT CLAIM is included for a method of preparing the binder composition, involving uniformly mixing suspension containing carbon nanoparticles comprising fulleroid multilayer astralen nano-modifier or graphene functionalized with hydroxyl groups by ultrasonic action, uniformly mixing with epoxy oligomer, and introducing hardener into resulting mixture, where the suspension is solution of epoxy oligomer in ethyl alcohol in form of 1 part mass epoxy-diane resin, uniformly mixing by ultrasonic action until temperature reaches 50 degrees C, distilling off ethyl alcohol under vacuum to obtain mixture (dispersion), adding 99 parts mass epoxy-diane resin, and introducing 20 parts mass hardener.
