NOVELTY - The method comprises: forming hydroxyl component on a surface of a steel sheet; coating graphene or graphene oxide on the surface of the steel sheet; and treating the surface of the steel sheet with an aqueous solution, and heat-treating the steel sheet. The steel sheet is treated with the aqueous solution using a degreasing process or a silane finishing process with an alkali absorbent process. The heat-treating step is performed at 800-900 degrees C under an atmosphere having 80-100 vol.% of nitrogen, and 0-20 vol.% of hydrogen. USE - The method is useful for manufacturing a graphene coated steel plate (claimed). ADVANTAGE - The method is capable of manufacturing the steel plate with excellent cohesive power between graphene and the steel sheet without requiring separate binder and without diversifying the surface property of the steel sheet.
