NOVELTY - Catalyst comprises cobalt oxide particles, and a reduced graphene oxide, which is anchored to the cobalt oxide particle, surrounds the particle surface, and is co-doped with nitrogen elements (N) and sulfur elements (S). USE - Catalyst used for electrode for a fuel cell (claimed). ADVANTAGE - The catalyst is prepared by a simple process using a thiamine salt, and contains oxygen containing cobalt oxide particles anchored on the surface with reduced graphene oxide doped with nitrogen elements and sulfur elements (S), and in a reduction reaction (ORR), not only exhibits catalytic activity equal to or better than a platinum catalyst, but also has excellent durability and excellent catalyst stability for a long time, so used as a catalyst for oxygen reduction reaction, for example, as an electrode catalyst for fuel cells. DETAILED DESCRIPTION - An INDEPENDENT CLAIM is included for a method for producing a catalyst, which involves performing a hydrothermal reaction of a mixture containing graphene oxide, a cobalt precursor, and a thiamine salt, where the catalyst comprises cobalt oxide particles, and a reduced graphene oxide, which is anchored to the cobalt oxide particle, surrounds the particle surface, and is co-doped with nitrogen elements and sulfur elements.
