NOVELTY - Preparing three-dimensional graphene doped with cobalt and nitrogen by pyrolysis of complex of highly aromatic polybenzimidazole polymer and cobalt ions on surface of nanometer templating agent, involves mixing polybenzimidazole and cobalt salt and reacting to obtain complex. The nano-particles are added as the templating agent. The mixture is uniformly mixed and evaporated to dry. The complex is arranged on the surface of the templating agent and arranged regularly, under the protection of the inert gas. USE - Method for preparing three-dimensional graphene doped with cobalt and nitrogen used as oxidation and reduction catalyst, fuel cell, metal air battery oxygen reduction catalyst, electrolytic water oxygen separating catalyst, oxygen precipitation catalyst and super capacitor (claimed). DETAILED DESCRIPTION - Preparing three-dimensional graphene doped with cobalt and nitrogen by pyrolysis of complex of highly aromatic polybenzimidazole polymer and cobalt ions on surface of nanometer templating agent, involves mixing polybenzimidazole and cobalt salt and reacting to obtain complex. The template agent is removed to obtain cobalt and nitrogen co-doped three-dimensional graphene. An INDEPENDENT CLAIM is included for a method for preparing three-dimensional graphene doped with cobalt and nitrogen, which involves: (A) mixing polybenzimidazole solution and iron salt, heating, stirring for 5-8 hours to form complex solution; (B) adding templating agent, stirring for 4-6 hours and heating the solvent to dry; (C) vacuum drying, grinding, and carrying out pyrolysis in inert gas protection; and (D) washing with dilute acid to remove the template agent and the desired product is obtained.
