NOVELTY - Method for preventing neutralization and shielding electromagnetic waves of concrete structure, comprises e.g. grinding old coating on surface of reinforced concrete structure or foreign substances in the deteriorated area, and performing surface treatment using water blasting; uniformly applying a leveling patching agent to the surface of the treated reinforced concrete structure; and coating the acrylic urethane-based modified water-soluble composite resin twice on the surface coated with leveling patching agent, preparing a solution in which graphene oxide is dispersed by mixing graphene with organic acid material and polymer compound having acid group in side chain; placing and mixing silica sand or an functional extender pigment in solution in which the graphene oxide is dispersed, adding a reducing agent and partially reducing at room temperature, and irradiating microwave to terminate the reduction; and separating reduced graphene oxide-coated silica sand or extender pigment. USE - The method is useful for preventing neutralization and shielding electromagnetic waves of concrete structure. ADVANTAGE - The method provides an electromagnetic wave shielding performance for preventing malfunction of information and communication devices due to the penetration of electromagnetic waves from the outside while preventing neutralization of the reinforced concrete structure; enables the effect of improving the elongation and the order function by improving the role and chemical resistance, protects the reinforced concrete structure from carbon dioxide, chlorine, sulfate and various harmful substances, which are factors that can impair the durability of the reinforced concrete structure and cause deterioration; prevents the coating film from falling off, thus improving the durability of the reinforced concrete structure and the leveling patching agent; provides excellent electrical and thermal conductivity to the reinforced concrete structure; and prevents salt damage and carbonation of reinforced concrete structures. DETAILED DESCRIPTION - Method for preventing neutralization and shielding electromagnetic waves of concrete structure, comprises grinding old coating on surface of reinforced concrete structure or foreign substances in the deteriorated area, and performing surface treatment using water blasting; uniformly applying a leveling patching agent to the surface of the treated reinforced concrete structure using a spray machine to fill the voids of the reinforced concrete structure and to form a constant coating thickness; and coating the acrylic urethane-based modified water-soluble composite resin twice to a uniform thickness of 80-100 mu m using a coating machine on the surface coated with the leveling patching agent, where the leveling patching agent is composed of 35-55 wt.% resin, 40-60 wt.% graphene-coated nano-particulate silica sand and 1-5 wt.% admixture, and the acrylic urethane-modified water-soluble composite resin is 50-60 wt.% resin, 1-5 wt.% color pigments, 30-40 wt.% graphene-coated functional extender pigment and 1-5 wt.% admixture, preparing a solution in which graphene oxide is dispersed by mixing graphene with an organic acid material and a polymer compound having an acid group in a side chain; placing and mixing silica sand or an functional extender pigment in the solution in which the graphene oxide is dispersed, adding a reducing agent and partially reducing at room temperature, and irradiating a microwave to terminate the reduction; and separating the reduced graphene oxide-coated silica sand or extender pigment, where the organic acid material is low molecular weight p-phenylsulfonic acid, sulfanyl acid, N-ethylenediaminetetramethylenephosphonic acid, amide sulfate and p-phenolsulfonic acid and used in an amount of 2-10 times the weight relative to graphene oxide, and the high molecular compound having an acidic group in the side chain is carboxymethyl cellulose or alginic acid and used in an amount of 0.5-2 times by weight relative to graphene oxide, and the reducing agent is hydrazine, alkyl hydrazine derivatives or ascorbic acid, added in the same amount by weight relative to the graphene oxide.
