NOVELTY - Preparing catalyst comprises (i) preparing porous carbon material, (ii) modifying the surface of the porous carbon material by coupling agent, (iii) mixing gamma -manganese dioxide, cobalt nitrate and nickel nitrate, adding absolute ethyl alcohol to form mixed solution, adding the modified porous carbon material, dispersing uniformly, adding sulfur-containing compound solution, mixing uniformly, filtering, adding to N, N-dimethyl formamide, refluxing for 1-3 hours under the 180-200 degrees C, centrifuging, washing, drying to obtain intermediate, porous carbon material, the mass ratio of the mixed solution and the sulfur-containing compound is 1-1.5:2-3:3-5, nitric acid nickel, cobalt nitrate, the mass ratio of the gamma -manganese dioxide to the absolute ethyl alcohol is 0.1-0.3:0.1-0.3:0.06-0.1:1, and (iv) placing the intermediate in the graphene oxide, carbon nano-tube and dimethylformamide solution, mixing uniformly, adding chloroplatinic acid and reducing agent, and annealing. USE - The catalyst is useful for hydrogen production system by electrolyzing water. ADVANTAGE - The catalyst uses transition metal oxide to reduce dosage of noble metal, and has high stability and good catalytic activity.
