NOVELTY - Producing closed-shell thermally reduced graphene oxide comprises acid treating graphite to obtain graphene oxide, heat-treating the graphene oxide at 600-1000° C to form reduced graphene oxide having external pores, and coating the thermally reduced graphene oxide with an inorganic coating agent and/or an organic coating agent to seal at least a portion of the external cavity of the reduced graphene oxide. USE - The graphene oxide is useful as material for soundproofing and buoys. ADVANTAGE - The graphene oxide is suitable for mass production and has heat resistance, and sound insulation. DETAILED DESCRIPTION - An INDEPENDENT CLAIM is also included for device for producing closed-shell thermally reduced graphene oxide, comprising a heater (10) or furnace for heat treatment in 600-1000° C to thermally reduce graphene oxide, a collection tank (40) for collecting graphene oxide reduced from the heater or heating and a coating tank (50) for coating the reduced graphene oxide from the collection tank with an inorganic coating agent and/or an organic coating agent.
