NOVELTY - The device (100) has an optical waveguide (120) that is extended on a lower clad (110) in a first direction. A first dielectric layer (130) is provided on the waveguide, in which a graphene layer (140) is provided. The dielectric layers are provided with a graphene oxide and a silica polymer. The waveguide is provided with a thickness of about 5 nm to 200 nm and a line width of about 2 mu m to 100 mu m. The waveguide is provided with a polymer, an oxide silicon or nitride silicon. The lower clad is provided with a silicon oxide film, a quartz or a silicon. USE - Graphene photonic device. ADVANTAGE - The graphene photonic device can more efficiently induce the property of an optical signal traveling through the optical waveguide device of the metallic-line optical waveguide.
