NOVELTY - The catalyst comprises carrier and active component. The carrier comprises graphene oxide and toluene diisocyanate tar particles. The active component comprises 0.5-5 wt.% titanium, preferably 2-3 wt.%, 1-6.5 wt.% nickel, preferably 1.8-3.5 wt.%, 1-3 wt.% manganese, preferably 1.8-2.5 wt.%, 1.5-2.5 wt.% zirconium, preferably 1.5-2 wt.%, and 1-6.5 wt.% cerium, preferably 2-5 wt.% in the form of oxides. USE - Catalyst. ADVANTAGE - The catalyst has stable performance, long service life, high efficiency, excellent adsorption and catalytic effect on harmful substances in exhaust gas, and thus can be processed to odorless emissions without causing pollution. DETAILED DESCRIPTION - INDEPENDENT CLAIMS are included for the following: (1) preparation of the catalyst, which involves adding titanium salt, nickel salt, manganese salt, zirconium salt and cerium salt to the carrier or chemical surface modified carrier or plasma modified carrier or chemical surface, dipping equal volume plasma modification of the carrier for 3-5 hours, preferably 3.5-5 hours, calcining obtained solid at 200-350 degrees C for 2-4 hours, preferably at 300-350 degrees C for 2.5-4 hours; and (2) treatment of toluene-containing waste gas, which involves passing toluene-containing exhaust gas into the catalytic reaction tower together with ozone with reaction temperature of 10-45 degrees C, preferably 25-45 degrees C, space velocity of 400-1200 hour-1, preferably 600-1000 hour-1. The mass ratio of ozone to toluene is (0.12-0.35):1, preferably (0.18-0.3):1.
