NOVELTY - The electrochemical capacitor (200) comprises electrolyte (206) that is disposed between a pair of electrodes (204,208). A primary electrode of the pair of electrodes includes a graphene framework film, and the graphene framework film includes interconnected graphene sheets with nanopores formed in the graphene sheets. The nanopores are formed in basal planes of the graphene sheets. The primary electrode includes a pseudocapacitive material incorporated in the graphene framework film. The pseudocapacitive material includes nanoparticles of a metal oxide. USE - Electrochemical capacitor for use in electric vehicles, mobile electronic devices, and power supplies. ADVANTAGE - The primary electrode of the pair of electrodes includes a graphene framework film, and the graphene framework film includes interconnected graphene sheets with nanopores formed in the graphene sheets, thus ensures highly flexible and robust solid-state supercapacitor, and greatly improves the energy density by using a three-dimensional graphene framework.
