NOVELTY - System comprises electric scale removing device (1), reverse osmosis device (2), mother liquid tank (7), product water tank (8), and mechanical vapor recompression (MVR) steaming device (9). The outlet of electric scale removing device is connected with inlet of reverse osmosis device. The concentrated water outlet of reverse osmosis device is connected with inlet of MVR steaming device. The MVR steaming device is further provided with an inlet connected with the electric scale removing device. The MVR steaming device is used for evaporating the concentrated liquid generated by steaming device to the electric scale removing device. The electrode in scale removing device is ruthenium-iridium-titanium electrode, graphene electrode or boron-doped diamond (BDD) electrode, preferably automatic cleaning device. The system further comprises a water quality monitoring unit for detecting pH value, electrical conductivity, calcium hardness and total hardness in the external drainage. USE - The system is useful for recycling drainage of converter station. ADVANTAGE - The system: enhances the descaling effect of the device; reduces the energy consumption; softens the water quality without adding medicine; has specific removing effect for chemical oxygen demand (COD), bacteria and suspended substance in the water; and recycles and reuses the processed outer drainage.
