NOVELTY - Fluorinated graphite is added to dispersion agent, heated and ultrasonically treated, to obtain fluorinated graphene. Fluorinated graphene is added to alkaline composition and heat treated, to obtain black-colored graphene. Black-colored graphene is dissolved in water, ultrasonically dispersed and filtered, to obtain modified fluorinated graphene. Modified fluorinated graphite is added to mixed acid, ultrasonically dispersed, heated and suction filtered. The filtrate is dialyzed, to obtain yellow-and-blue fluorescent water-soluble fluorinated graphene quantum dots. USE - Preparation of water-soluble fluorinated graphene quantum dots used for biosensor and photovoltaic device. ADVANTAGE - The method enables preparation of yellow-and-blue fluorescent water-soluble fluorinated graphene quantum dots having excellent chemical stability. DETAILED DESCRIPTION - Fluorinated graphite is added to dispersion agent chosen from N-methylpyrrolidone, ethanol, isopropanol and N,N-dimethylformamide, heated, ultrasonically treated, and upper solution is filtered and washed, to obtain fluorinated graphene. Fluorinated graphene is added to alkaline composition containing sodium hydroxide and potassium hydroxide, heat treated at pressure of 170-180 degrees C and heated, to obtain black-colored graphene. Predetermined amount of black-colored graphene is dissolved in water, ultrasonically dispersed, filtered, washed and dried, to obtain modified fluorinated graphene. Modified fluorinated graphite is added to mixed acid containing 65-68 wt.% concentrated nitric acid and 98 wt.% concentrated sulfuric acid, ultrasonically dispersed, heated at 60-70 degrees C or 70-120 degrees C for 24-30 hours, and product is diluted with water, and pH of product is adjusted to 8 using sodium carbonate. The product is suction filtered. The filtrate is placed in dialysis bag with molecular weight of 500-3000 Da and dialyzed, to obtain yellow-and-blue fluorescent water-soluble fluorinated graphene quantum dots.
