NOVELTY - A graded-index (GRIN) device comprises a phase (P1) comprising at least one polymer, a phase (P2) comprising at least one component (A) and optionally an interface between the phase (P1) and phase (P2). The interface comprises a concentration gradient of the at least one component (A). The concentration of the at least one component (A) decreases with distance away from the phase (P2) towards the phase (P1). At least one component (A) comprises at least one functional component, and/or at least one functional precursor component. The GRIN device is a functional GRIN device, and/or a functional precursor GRIN device. USE - Graded-index device such as three-dimensional printable graded-index device such as three-dimensional printable lens such as Luneburg lens, Rotman lens, and Eaton lens (all claimed). ADVANTAGE - The GRIN device has low dielectric loss tangent, and high gain, tunable permittivities, permeability, dielectric constant and continuous variations of refractive index. DETAILED DESCRIPTION - INDEPENDENT CLAIMS are included for the following: (1) formulation; (2) formation of GRIN device; and (3) use of the formulation for forming GRIN device.
