NOVELTY - A graphene quantum dot is prepared by providing initial carbon nanotube, oxidation treating to obtain first carbon nanotube, calcining to obtain second carbon nanotube, and inert gas plasma treating. USE - The method is used for preparing graphene quantum dot in photoelectric display device, photovoltaic device and biomedical field. ADVANTAGE - The product is stable and suitable for industrial production, and has stable photoelectric performance, high quantum efficiency and high production efficiency.
