NOVELTY - The element (200) has a separating wall (50) placed between gas at higher pressure (10) and gas at lower pressure (20), where difference between the higher pressure and the lower pressure is pressure differential. The wall has an aperture (60) for allowing fluid communication between the gases. A valve membrane (100) occludes the aperture, and comprises a graphene-based layer and a porous support. The graphene layer is deposited upon the support. The membrane allows the gas at the higher pressure to begin to pass through the aperture when the pressure differential reaches opening threshold. USE - Valve element for a passive flow controller device (claimed). ADVANTAGE - The valve membrane can hinder, prevent, preclude or impede fluid flow through the aperture at or below lower threshold between the higher and lower pressures. The element includes plasticizers that can generate more flexible and deformable layers, and reduces amount of voids resulting from lamination in an effective manner.
