NOVELTY - The device has a substrate provided with a silicon layer and a silicon dioxide layer. The graphene layer covers an upper surface of the silicon dioxide layer. The graphene layer is provided with periodically arranged graphene square structures. A metal layer covers an upper surface of the silicon dioxide layer. The metal layer is provided with periodically arranged cross-shaped metal unit structure. The cross-type metal unit structure is located on an inner side of a graphene square structure. The cross-shaped metal unit structure is not connected to each side of a box. An electrode is fixed at an edge of the silicon layer. The electrode is connected to the silicon layer. USE - Adjustable electromagnetic induced transparency polarization insensitive terahertz device. ADVANTAGE - The device realizes electromagnetically induced transparent characteristics for generating slow light effect, performs regulation of transmission characteristics and slow light effect of a metamaterial device by applying an external bias voltage, and adjusts the size of the group delay in an effective manner.
