NOVELTY - A negative electrode material comprises single-layer graphene, multilayer graphene, rolled graphite shell structure, graphite particles, amorphous carbon with scale of 0.6 nm to 1 mu m, and the surface of each material is partially oxidized. USE - Negative electrode material for lithium ion battery. ADVANTAGE - The negative electrode material is non-toxic, cost effective and environment-friendly manner. DETAILED DESCRIPTION - INDEPENDENT CLAIMS are also included for the following: (1) a device (2) a method for preparing a negative electrode material, which involves using the graphite plate as a positive electrode electrolytic electrode to be electrolyzed in deionized water to obtain an oxidized nano carbon solution, circulating the deionized water and/or vibrated by ultrasonic waves during the electrolysis, reducing the oxidized portion of the surface of the oxidized nano carbon material in the oxidized nano carbon solution to obtain the finished product.
