NOVELTY - Non-noble metal bifunctional catalyst comprises a layer of dispersed graphene-based material, which is a layer with through holes. A sheet metal organic frame material is attached to the through hole of the sheet parallel to the surface of the sheet. USE - Non-noble metal bifunctional catalyst used in oxygen reduction electrocatalysis, oxygen precipitation electrocatalysis, or in water splitting devices, fuel cells or secondary metal-air batteries (claimed). ADVANTAGE - The non-noble metal bifunctional catalyst has the advantages of relatively high conductivity, specific surface area and high-density metal active sites. DETAILED DESCRIPTION - An INDEPENDENT CLAIM is included for a method for preparing a non-noble metal bifunctional catalyst, which involves: (A) freeze-drying the mixed solution of graphite oxide dispersed in water; (B) dispersing sample in a concentrated nitric acid solution with a mass concentration of 35-37 wt.% to perform an oxidation reaction and filtering and drying the reaction product; (C) adding the doping element precursor to the aqueous dispersion of the sample, mixing thoroughly, and freeze-drying to remove the solvent; (D) heat-treating the material to obtain a doped carbon substrate layer material; (E) dispersing the doped carbon substrate layer material in dimethylformamide to prepare a colloidal solution; (F) adding the transition metal salt to the colloidal solution, mixing thoroughly and centrifuging to separate the precipitate; (G) redispersing the precipitate in dimethylformamide again to prepare a colloidal solution again; (H) adding the corresponding ligand in the amount of the transition metal salt substance 0.01-0.1 times and dispersing uniformly by ultrasound; (I) adding a mixed solvent of ethanol and water to the resulting mixed solution, and quickly adding 1-4 wt.% of triethylamine precipitant that accounts for the total volume of the mixture under nitrogen protection, and quickly seal the mixture, and after the ultrasonic reaction, the precipitate is centrifugally separating; (J) washing the precipitate with ethanol under centrifugal separation conditions 4-6 times to obtain a catalyst slurry; and (K) replacing the slurry with the doped carbon substrate material, and repeating the steps 1-5 times to obtain the non-noble metal bifunctional catalyst.
