The protective layer comprises 12-15 pts. wt. acrylic resin, 15-20 pts. wt. polyarylether sulfone ketone modified resin, 1-3 pts. wt. polyethylene ether, 2-4 pts. wt. fluorinated graphene, 1-3 pts. wt. talc, 1-2 pts. wt. chlorinated paraffin, 5-7 pts. wt. stabilizer, 3-5 pts. wt. ADC foaming agent, 3-5 pts. wt. silico oil, 5-9 pts. wt. composite flame retardant, 2-3 pts. wt. chain extender, 1-2 pts. wt. neutralizing agent, 0.5-1 pt. wt. catalyst and 0.2-0.4 pt. wt. rare earth. The rare earth comprises 1-3 wt.% cerium, 7-9 wt.% dysprosium, 10-12 wt.% erbium, 3-6 wt.% terbium, 3-5 wt.% lutetium, 11-13 wt.% praseodymium and balance lanthanide.
