NOVELTY - The device has a flat plate (3) whose front and rear ends are respectively provided with two arc-shaped convex blocks. The arc-shaped convex blocks are fixed with a circular groove box that is set on the flat plate. A frame is fixedly connected between upper sides of the arc-shaped convex blocks. A vertical shaft (4) is vertically arranged, rotated and connected with the frame. An upper end of the vertical shaft is fixedly connected with a lower end of a rotary plate.
