NOVELTY - The device has a crude steam passage (1) that is connected to a coarse steam manufacturing device and a nano steam passage (8). A steam screen (10) is arranged in the crude steam passage, and a first electrode (6) and a second electrode (9) fixed by an electrode fixing portion(4) arranged in an end of the coarse steam passage. A high voltage power supply device is connected to the first electrode and the second electrode. The high voltage power supply device is loaded with high voltage power on the first electrode and the second electrode. A high voltage arc discharge is formed between the two electrodes, and the coarse vapor molecular group is crushed by a high voltage arc to generate a large amount of active nanometer-sized steam, which flows out from the nano-vapor passage.
