NOVELTY - Preparing catalyst comprises (a) mixing ethylene glycol aqueous solution, graphene oxide and chloroplatinic acid for first mixing, adjusting pH to 7, and performing first reduction reaction to obtain first intermediate product system, (b) mixing with second reducing agent solution, and (c) performing second reduction reaction on the second reducing agent solution to obtain catalyst, where the second reducing agent solution comprises ascorbic acid and/or formic acid, and the volume concentration of the ethylene glycol aqueous solution is 50-75 wt.%. USE - The catalyst is useful in ethanol fuel cell (claimed), also used in fuel cell catalytic technology field e.g. hydrogen fuel cell. ADVANTAGE - The method uniformly disperses platinum metal with uniform size on the surface of the reduced oxidation graphene, and improves catalytic performance of the catalyst.
