NOVELTY - The device (9) has first rotator i.e. pressure roller (21), provided with first electrically conductive layer (21a), second non-electrically conductive layer (21b), and third electrically conductive layer (21c), where the first layer, the second layer, and the third layer are arranged in an order from a center of the first rotator to an outer side of the first rotator. Second rotator i.e. fixing belt (20), forms a nip (N) between the first rotator and the second rotator, where a recording medium i.e. sheet (P), bearing a toner image passes through the nip. A heater (22) is arranged inside a loop of the second rotator to heat the second rotator. A discharger is placed in contact with the first layer and the third layer to remove electric charge from the first rotator, where the thermal conduction element (28) includes graphene. USE - Fixing device for use as a heating device in an image forming apparatus (claimed) e.g. color image forming apparatus such as copier, printer, facsimile machine, or multifunction peripheral. Can also be used for a monochrome image forming apparatus. ADVANTAGE - The device can reduce number of fixing components so as to reduce cost and size of the device. The device ensures that the first high thermal conduction element is arranged over the heat generation portion in the arrangement direction so as to improve heat transfer efficiency of the heater and reduce temperature unevenness of the heater and the fixing belt in the arrangement direction. The heater does not need to generate additional heat to ensure sufficient fixing performance so as to reduce energy consumption of the device.
