NOVELTY - The modulator has an optical waveguide whose surface is provided with a graphene part, where the optical waveguide is selected as a dielectric optical waveguide, a planar dielectric waveguide or a photonic crystal waveguide. An upper surface of a substrate is provided with a strip-shaped groove. A medium film is provided in the strip-shaped groove. A core area is provided with the Graphene part that is fixed on a top surface of the substrate. The Graphene part is covered on a surface of the core area. An upper surface of the substrate is provided with a medium film. USE - Graphene-based fully optical modulator for use in a optical fiber communication system. ADVANTAGE - The modulator is convenient for coupling with optical fiber light path system, and has small size, wide working frequency band and large working wave range and rapid response speed.
