NOVELTY - The method involves subjecting the carbon material, preferably activated carbon, graphene or polygraphy layers, carbon nanotubes, nanostructured amorphous carbon with a developed specific surface area of 10-3000 m2/g, to ozonation and then reacted with aqueous 25 wt.% ammonia solution at a temperature of 25 degree Celsius and a time of 1-120 min, preferably 60 min. USE - Method for modification of the electrode material of an electrochemical capacitor working in an aqueous solution or ionic liquid.
