NOVELTY - The device has a first ultra surface structure (3), a second ultra surface structure (4) and a third ultra surface structure (5) that are located in an insulation layer (2). The first ultra surface structure is provided with first units that are periodically spaced along X axis direction. The second ultra surface structure is provided with second units that are periodically spaced along the X axis direction. The third ultra surface structure is provided with third units, which are arranged at periodic intervals in the X direction. A graphene layer (6) is formed on an upper surface of the insulation layer. The third ultra surface structure transmits incident light to the second ultra surface structure when incident light is incident on the graphene layer such that first ultra surface structure reflects the incident light to the second ultra surface structure, where angle between incident direction and propagation direction is obtuse angle. USE - Graphene and ultra-surface structure based optical coupling device. ADVANTAGE - The device has large bandwidth and high coupling efficiency.
