NOVELTY - Producing graphene, comprises (a) lowering the interlayer bonding strength by electrochemically preprocessing graphite-based material, (b) injecting electrochemically preprocessed graphite-based material into a reaction space (430) of a shear flow reactor in which the solvent is stored in the reaction space, and (c) producing graphene by separating graphite-based material generated by the rotational flow of the fluid using shear force while rotating the fluid containing graphite-based material. USE - The method is useful for producing graphene (claimed). ADVANTAGE - The method enables mass production of graphene, and produces high-quality and non-oxidized graphene without oxidation/reduction. DETAILED DESCRIPTION - An INDEPENDENT CLAIM is also included for graphene manufacturing device comprising a preprocessing reactor for lowering the interlayer bonding strength by electrochemically preprocessing graphite-based material, and the shear flow reactor for producing graphene by separating the electrochemically preprocessed graphite-based material from the preprocessing reactor with the shear force generated by the rotational flow of the fluid. The shear flow reactor comprises a body portion having an inner body (410) extending along the horizontal direction and a cylindrical outer body (420) formed surrounding the inner body for forming the reaction space inside the inner body arranged spaced apart from the inner body, an inlet port (601) formed at one side of the cylindrical outer body for injecting the electrochemically preprocessed graphite-based material, a discharge port (602) formed on the other side of the cylindrical outer body for discharging graphene obtained by separating graphite-based material by a shear force generated by rotational flow of the fluid stored in the reaction space, and a driving unit for rotating the inner body.
