NOVELTY - Carbon material (10) comprises columnar structure in which a carbon compound (11) having a graphene skeleton is laminated, where the graphene skeleton whose some of carbon atoms are substituted with nitrogen atoms, and graphene skeleton surface of the carbon compound is inclined at angle of 5 degrees or more and 80 degrees or less with respect to a column axial direction (12) of the columnar structure. USE - The carbon material is useful in electrochemical cell which is used for lithium ion secondary battery (preferred), fuel cell, oxygen decreasing cell, dehumidification cell, or water electrolysis cell (all claimed). ADVANTAGE - The carbon material: improves performance electrochemical cell; utilized in oxygen reduction catalyst of positive electrode or carrier to provide high-output fuel cell; and provides large-capacity secondary battery with improved cycle characteristics. DETAILED DESCRIPTION - INDEPENDENT CLAIMS are also included for: (1) manufacturing carbon material, comprising: dissolving the metal particle which is contained in a carbon fiber having a structure in which graphene surfaces are overlapped; and substituting some of carbon atoms with nitrogen atoms after the dissolving of the metal particle; and (2) an electrochemical cell comprising: positive electrode; negative electrode; and electrolyte configured to be sandwiched between the positive electrode and the negative electrode, where the positive electrode or the negative electrode contains a carbon material, which includes the columnar structure.
